1. If you tried to call RSC, try again. We did have answering machine
problems.
2. You'll notice that I have left the old members in, marked with
an "o". The new members are marked with an "n" and those re-elected
or returning with a "r", or a "0". For Senators, the year that she
is up for re-election is going in that slot soon, e.g. "4"=1994,
"6"=1996, "8"=1998.
3. Note that you can delete members. I left that so that if the
old members bother you, you can get rid of them as you go. Be
careful ... keep a backup.
Cong_II Documentation.
General.
This document briefly describes the January 25th, 1993
pre-release of Cong II. The new members of the 103rd Congress are
now in, as are most of their main committee assignments.
Sub-committee assignemnts in this release mean nothing. Disregard
them. Sub-committee assignments are made within the individual
committees, and that is not done.
An update with new room numbers and telephone numbers of most
members should be available to registered users by January 31rd and
to others shortly thereafter.
Overview.
Cong-II is a congressional database and automatic
correspondence generator. It allows the user to locate Senate
and House members by name, state, district, party, body,
committee, subcommittee, etc. Once the user locates a member,
contact and other information is available.
The user may tag members to receive correspondence at any
time. To generate correspondence, the user may use the built-in
editor, which includes a spell checker. The user can generate a
properly addressed, personalized correspondence to each tagged
member, with or without a FAX cover sheet. The letters may be
formatted for windowed envelopes, if desired.
Ease of Use.
Cong-II has more than enough help built into the program,
thus you need not study this document with diligence to be able
to use Cong-II. Three lines at the bottom of each screen are
devoted to help information. In cases where more room is needed,
the F1 key pops up an additional help screen. There is also a
key-line on each screen to remind you of often used keys. F1
provides a list of active cmmand keys anytime.
Installation.
Simply place the three files in the same sub-directory and
decompress them. Then type "COii".

If you already have the "120" series files, all you need is
"cong125". Unzip it in your Cong directory and tell it to overwrite.
(We are going to be issuing just data files soon, so it will be easy
and quick to update. Our BBS is not yet ready for public use ...)
To run them just go to the directory and type "Coii", the name
of the main executable file.
General Operation.
Use the arrow keys to highlight a menu choice and to move
highlight bars. Press <Enter> to accept the highlighted item as
your choice.
Read the bottom three lines on each screen if you have
questions. They will probably have your answer or will tell you
how to proceed.
When you are shown a list of members or committees on the
screen, you will normally see a locator field at the top of the
screen. Enter the first few characters of the name you are
looking for. This will position the list at a name beginning with
those letters.
At the top of the screen(s) are data, such as the date, the
time, memory remaining, etc. Watch your memory. When it gets low
(e.g. 10,000 bytes left), best to escape back to the main menu
and start over.
Members.
The first choice on the main menu is Members. This takes you
to a screen that lists all members of both bodies. The following
keys apply to most member lists: (You need not try to remember
these keys. All are identified on the screens to which they
apply.)
Alt-D Show democrats only
Alt-R Show republicans only
Alt-P Show both (Parties)
Alt-S Show Senate only
Alt-H Show House only
Alt-B Show both again
Alt-T Show all by State. Escape to return to by name.
Gray + Key Tag the highlighted member
Gray - Key Un-tag the highlighted member
Alt-U Un-tag all members
Alt-G Show only the tagged members. Alt-G again shows all.
Alt-L Select a letter and print it (to the screen, to a file
or to a printer port) for all tagged members.
Esc Returns
Pup/PgDn Moves forward or backward one screen full.
Pressing <Enter> while a member is highlighted will show
details about the member. When the member's details are shown,
Alt-C will show a list of the committees that the member is
assigned to. Pressing <Enter> on a member's committee will show its
members (just as it does under Committees).
Committees.
This choice allows you to view a list of committees. The
following keys apply:
Alt-M shows only Main committees
Alt-A shows all again (both main and subcommittees)
Alt-H shows House committees only
Alt-S shows Senate committees only
Alt-J shows Joint committees only
Pressing <Enter> while a committee is highlighted will show
a list of members of that committee. Members may be tagged (and
un-tagged) for letters using the Grey "+" and Gray "-" Keys on
these screens. Pressing <Enter> on a highlighted member is the
same as under Members, (member details are shown and Alt-C, from
the detail screen, lists the members committees).
Edit Letters.
Press <Alt-E> from the members table in Cong to create or edit
letters, or pick the <Letters> choice from the main menu. Note that
Alt-C duplicates a letter, which then may be edited as a different
letter. Each letter has a single letter code and a description
field for your use. Duplicate letter codes are not allowed. Change
it after duplicating a letter or else it Cong-II will beep (complain).
Press <Enter> to get to the edit screen. When in the text edit
screen area, press F1 for help. There are a number of keys
available, such as F4 for spelling checks, F5 for searches and F7
for Cutting and Pasting (within and among letters).
You do not print letters from letter edit area. You only create
and edit letters there. You select the members to receive letters by
"Tagging" them under Members or Committees. You then press Alt-L to
select the letter text (by letter code). Alt-P then causes the
letters to be printed to a buffer, where you may view them before
sending them on to the printer or a file. The letters are printed
to all tagged members. If none print, maybe nobody is tagged.
Alt-F toggles the FAX sheet on/off. Labels may also be printed.
Defaults.
This is where you enter you stationery letter head data and
other personal data.
Register.
This is where you can register for the program. Registered
users receive technical support and information on Cong and other
RSC products and are offered pre-release versions of new or
upgraded RSC products (and personalized codes which may be
required to activate special features in future RSC products.) The
data on the new members will be available to registered users toward
the end of January.

Personal.
To run PE, just pick that choice from the main menu. When
inside, press f1 for a list of command keys. Note the <Tutorial>
choice. That will give you a quick familiarizatiion run through.
